Zhejiang Province has recently issued the “Comprehensive Treatment Plan for Air Pollution in Industrial Furnaces and Kilns (Draft for Solicitation of Comments)” to accelerate the full compliance of emissions from industrial furnaces and kilns in the province, and promote the continuous improvement of environmental air quality in the province and the high-quality development of the industry.
From the perspective of industrial furnace equipment and pollution control technology, my country not only has the world’s most advanced production technology and environmental protection equipment, but also has a large number of backward production processes. Environmental protection facilities are simple, even without environmental protection facilities, and the development level of the industry is uneven. , The problem of bad money driving out good money is prominent. Especially in brick and tile, glass, refractory materials, ceramics, casting, ferroalloys, recycled non-ferrous metals and other industrial furnaces and kilns, there are a large number of “scattered and polluted” enterprises, which have a large environmental impact, which seriously affects industrial transformation and upgrading and high-quality development. The implementation of industrial furnace upgrades and in-depth management is an important measure to win the battle to defend the blue sky, and it is also an important starting point for promoting the high-quality development of the manufacturing industry and advancing the supply-side structural reform.
It can be seen from the “Governance Plan” that the scope of the country’s supervision of industrial kilns is getting wider and wider. At present, it has achieved full coverage of coal-related industry supervision, and almost all areas involved in industrial kilns have been included in the scope of supervision, including Smelting furnaces, melting furnaces, baking (calcining) furnaces (kilns), heating furnaces, heat treatment furnaces, drying furnaces (kilns), coke ovens, fuel gas generators 8 categories, covering steel, coking, non-ferrous metals, building materials, petrochemicals , Chemical and machinery manufacturing industries.
At the same time, in addition to issuing the standard system, the “Governance Plan” puts more emphasis on “strengthening the entire process of environmental management, and comprehensively strengthening the management and control of organized and unorganized emissions.” For example, industrial furnaces that seriously pollute the environment, such as low thermal efficiency, simple and backward equipment, prominent unorganized emissions, and no treatment facilities or backward treatment facilities, are ordered to close down in accordance with the law. For a long time, fugitive emissions have been the weakness of pollution control in the cement industry. In the previous inspections by the central government and local law enforcement inspections, the cement industry has the most environmental violations of fugitive emissions, and there are many well-known enterprises in the cement industry. The introduction of the “Governance Plan” may speed up the governance of unorganized emissions in the cement industry and change the status quo of unorganized emissions in the cement industry.
The “Governance Plan” proposes incentive policies such as the reduction or exemption of environmental protection taxes, the implementation of differentiated electricity price policies, and tax incentives. It is proposed that the concentration of taxable air pollutants discharged by taxpayers is lower than 30% of the pollutant emission standards set by the state and local authorities. Environmental protection tax is levied at a reduced rate of 75%; if it is less than 50%, environmental protection tax is levied at a reduced rate of 50%.
Industry insiders believe that the “Governance Plan” is a two-way policy. On the one hand, it provides incentives such as environmental tax reduction and exemption for enterprises that implement industrial kiln upgrades; on the other hand, strictly implements the differences in ferroalloy, calcium carbide, caustic soda, cement, steel and other industries. The electricity price policy will implement higher prices for the electricity used by eliminated and restricted enterprises (including market-oriented trading electricity), promote the elimination of backward production capacity in the industrial furnace and kiln industry, and implement in-depth pollution control. Through the “incentive + reversal” measures, the process of in-depth management of industrial kilns is promoted, and the high-quality development of the industry is promoted.
